Earl Carnarvon's Pledge to Mr Parnell. London, Juno 11. In the House of Lords yesterday, Earl Carnarvon being questioned, admitted that while Lord-Lieutenant in Ireland in July, ISSS, he had an interview with Mr Parnell, but he denied that upon the occasion he had entered into any compact, or had made any offer on behalf of the Government for the establishment of an Irish Parliament. Prospects of the Election. London, June 13. The new Parliament will probably meet in October. The Unionists hope to return 430 members, and the Conservatives expect to gain 30. It is rumoured that Mr Gladstone intends to offer free education as part of his future policy. Mr Chamberlain has issued an eloctoral manifesto to the Birmingham constituents. Referring in it to the Irish question, he advocates a scheme whereby England, Walce, Scotland, and Ireland would be endowed with similar powera of autonomy. A manifesto which has been issued crushingly criticises Mr Gladstone's action re hi? Ir'?h proposals. Sir Charles Dilke is of opinion that a largo measure for dealing with autonomy for Ireland is necessary. The newspapers declare Mr Gladstone's manifesto to his constituents to be weak. Moonlighters in south and west of Ireland have organised themselves into a body, with a central council of control. The Vatican has advised the Irish Bishops to abstain from taking part in the approaching political strife.
