The French Recidiviste Question Wellington, March 23.

Viscount De Jouffray, French Consul, has been informed with reference to the proposed shipment of Recidivistes to New Caledonia and the adjacent Island of Pinea. He expressoa the opinion that the coat of export to these islands will prevent any cargo shipments being made, as it is estimated that the cost ot carrying 1,000 Recidivistes is one milliun francs. He states that the Islands are well watched by French war vessels so as to prevent escapes, but when when any do take place the convicts have been recaptured and sent back again. W ith this object a French detective is resident_ in Australia. Vicount De Jouffray considers that a good deal of the agigation in Australia on the Recidiviste question had a political motive.
