Berlin, November 9. The German Reicb>tag was opened yesterday. Id his speech, the Emperor William made special reference to the recent difficulty with Spain, arA announced that the mediation of the Pope had definitely settled the CauUine Islands Question. His Majesty expressed him-elf confident lhar the struggle now taking place in the Balkans would in no way di-turb the friendly relations of the Great Powers. He hoped that /he signers of the Berlin Treaty would maintain the security .of the peaplas concerned, and would impress upon them the pecteeity for respecting the treaty.
