The Roumanian Question.

A London special of October 2-ith s&ys that a special Cabinet Council was held that afternoon, and the first subject of discussion was the invitation by Turkey for all the signatory Powers to send plenipotentiaries to a joint Conference to be held at Constantinople at as early a date as possible to settle the Balkan imbroglio. A note embodying this invitation was delivered to Lord Salisbury on the 23rd. It is asserted on good authority that the Council decided to accept the invitation. Advices from other capitals indicate that the Powers generally intend to accede to Turkey's proposal of a joint conference. Some of the Powers object to confining the discussion to the union of Bulgaria and Roumania, but want to utilise this opportunity for arranging the modus vivente for all the Balkan States. As far as the Roumanian question is concerned, it is certain that the union of the two Bulgarias will be preserved, either nominally or really. Russia continues pitilessly hostile to Prince Alexander, who is generally regarded with sympathy in England, and the rumour is revived that the Czar wants the Bulgarian throne for his brother-in-law, Prince Waldemar of Denmark. Prince Alexander has guaranteed the Porte that Bulgaria will not disturb the present order of things. The Prince has ordered his troops to avoid provoking a conflict in any quarter, but does not hold himself answerable for his neighbours.
