The Reported Home Rule Measure for Ireland.

The report that the Government will shortly introduce a measure of local self-govern-ment for Ireland which will abolish the Lord Lieutenancy is (a Dublin correspondent says) attracting much attention amongst the Irish people, and the report was referred to by the newspapers of the different parties yesterday. It is stated in the "Freeman 'B Journal" that whether the scheme be of such a comprehensive character as that foreshadowed yesterday or not, there is a conp in contemplation by the Cabinet should events prove favourable to its execution. The irritation caused among Ministers by whab has transpired of their intended surprise is sufficient evidence that the information is accurate in the main. It is added that the statement made in the " Standard " that a bill is to be introduced is not correct. The impending proposals will take the form of a scheme of which the outline will be sketched by the Premier as forming the lines of legislation which the Government will introduce if they are in office next session. The t% Irish Times " Coints out that both Mr Gladstone and Sir pharles Dilke have announced at earlier heriods of the session that the Government pave in preparation a measure of local government for Ireland, It would be a shrewd polU ical etroke to spring such a scheme on the eve of a general election to appease the Lish vote, which is to return doubled ortrebledinParliamentarystrength. ' As to the abolition of the Vice-royalty, the " Irish Times " cays that it would greatly reconcile Irishmen by a change in regard to the office if it were to be replaced by a proper and sufficiently visible and personal representation of royalty in Ireland. The Dublin "Express" says that everything points to the existence of some surreptitious agreement between Mr Parnelland theGovernment,and it does not see the slightest improbability in the rumoured measure. Of this, it continues, we may be sure, that if English public opinion does not watch our Ministry with a jealous eye, if the Parliamentary Opposition are not true to themselves and true to the real interests of the country the fruits of those secret compacts between the Government and the Parnellite party will not be long in coming to the light, or long in getting themselves realised in aotual legislation,
