In almost all European countries asylums have been founded in which the blind are taught to work. France is.one of the eoun- ' tries, however, in which such institutions are least numerous. There are 36,000 blind persons who are without other means of support than begging. , They wander about, dragging after them children, whom this mode of life leads to. vice.'
