Viviani, addressing a gathering of journalists, stated that the subcommittee dealing with admissions to the League had decided not to admit at present either Armenia pr the Baltic States, owing to their unsettled condition. They would be invited, however, to take part in the deliberations of the Assembly and on technical committees. When| asked whether there were any differences between the League and the London Conference on the subject, he replied in the negative. The frontiers, he said, were so confused that' the League was unable to guarantee'; them against invasion, and had notl the means for enforcing its ruling.
