Soviets have been established " in Milan, Turin, Genoa, Naples, Bologna and Rome. A serious conflict with the Italian Government seems inevitable. According to a message from Milan, the workers who seized the .factories are putting up strong defences, including stout networks of barbed-wire. In some cases, the men have secured machine-guns and tanks, and if the police venture near thev are greeted with streams of boiling water pumped from hydrants.
