Mr Tom Shaw, M.P., in his presidental address at the International Labour Congress, said that if the Russian Socialists believed that the only method of achieving the common Socialist aim was violent revolution and class dictatorship they were free to adopt it, but if it were proposed to adopt that policy in Great Britain his voice would be raised against it. The British delegation includes Mr Ramsay Macdonald and Mr Harry Gosling, and the German delegation includes Herr Scheidemann and Herr Mueller.
