WAIMAIRI COUNTY COUNCIL.

The Waimairl County Council met last evening, when there were present: Messrs S. A. Staples (in the chair), C. W. Hervey, F. Sisson, W. P. Spencer, J. A. Lren, J. Cleland, W. J. Walter, J. P. W. Lee, and G. E. Cu#y. . . „ . . i The electrical engineer reported that during the past month on the Lower Styx Road 38 poles had been e«ectcd, primary and secondary lines run, and a transformer connected. A few more poles were still required to complete the line. The line on Belfast Road, from Marshland Road to Crawford Road, had been completed. Connections numbering 58 were reported for the month of September, the total to date being 1097. Forty-three applicants had not received, connections. Twelve line troubles had been attended to, and nine street lamps removed. There had been several partial interruptions during the month, due to trouble at the Addington substation. The report was adopted. The engineer reported that he and Mr Curry had inspected the land in the Riccarton Estate where it was proposed to make new roads, and had decided to recommend the council to approve of the plans. He recommended that a sum of £3B 8/- be spent on formation and shingling for about 25 chains on Tutton's Road path, and suggested that the formation of River Road, Dallington, be put in hand during the summer months. As there was more shingle available than was required for the work of asphalting the Empire bridge, he Intended to have the asphalt required for Marshland Road bridge mixed at that place. A start had been made at forming the widened portion of Belfast Road fronting the property of Messrs Borthwick and Nicholls. He had three returned soldiers working at the crusher which was crushing shingle for asphalt on Peerswick paths, and he wished to start with the channels to keep the men at work. The Styx River was being cleaned, also Wilson's Creek. The chairman said that, owing to the state of the council's finances being rather unsatisfactory, it was not intended to undertake new works, except where absolutely necessary. The report was adopted. The Lighting Committee reported that a pole at the corner of Factory Road and Guthrie's Road was considered dangerous and too far out on the road. The matter had been left in the hands of the chairman and engineer to deal with. It was decided to donate £5 to the Marshland Hall. A committee was set up, comprising Messrs Staples, Curry, Cross, Sisson. and Walter, together with the engineer (Mr J. H. Sharpe), to meet the Paparua County Council to ask it to bear its shore of the cost of drainage coming from the corner of Riccarton and Hanson's Roads to the Waimairl County area. It was resolved to sue for the recovery of all outstanding rates. The Commissioner of Crown Lands wrote asking in whose name the title of the Elmwood Park should be issued. It was decided to reply suggesting that the title be issued in the names of the Chrlstchurch City Council and' the Waimairi County Council, and that members for the Papanui and Fendalton Ridings be the representatives of the council in all matters pertaining to the park. Messrs Dougall and Upham wrote regarding tramway rates collected, stating that the council was responsible in a* measure, and should return the money. Mr F. Sisson moved that the money should not be paid over until an order was made by a Magistrate. The motion was carried.

The Hcatlicote County Council wrote regarding the construction of the Burwood bridge, one-third of the cost of which was to be paid by the Waimairi Council'. It was decided to reply stating that the council was willing to pay a third of the cost of the bridge as estimated five years ago, but not to pay any increase on that amount. The Christcliurch Tramway Board wrote stating that. If the council would not share equally with the board regarding the purchase of a portion of Mr Tobln's property at Burwood, the board would withdraw its offer. The letter was received.
