Montagu (Secretary of Slate for India), in a speech,- said that his policy in India aimed at:— (1) The maintenance of order. (2) The investigation of grievances. (3) The endeavour to convert India into a union of great selfgoverning countries, entrusted with their own government, and partners in the great freedom-loving British Commonwealth.
