FUTURE OF SAMOA.
RUSH FOR CIVIL APPOINTMENTS. [Special to The Sun.] WELLINGTON, March C. It was announced the other day that Mr 11. Gerard had been appointed secretary to the Administrator of Samoa. The number of civilian appointments made under the Samoan Administration [has not been large so far, but it will have to be increased in the future, if New Zealand is to retain control of Samoa under the mandatory system. The salaries paid to officials of all classes will require to be relatively high, owing to the fact that married men, whose employment is regarded as desirable in most cases, must send their wives back to New Zealand in the hot season. It will be necessary, also, to allow extended periods of leave. A general scheme of employment will be laid down by the Government when the control of the islands has been finally arranged. There arc indications that competition for the civil appointments in Samoa will be keen.
