[A message yesterday stated:—The Dutch branch of the League of Neutral Nations telegraphed to Mr Havelock Wilson warning him against a delegate named Troelstra, and asking whether ' British sailors were willing to transport a pro-German, who at the beginning of unrestricted subniarinism assured the German Socialists that Holland would not declare war if Dutch vessels were torpedoed.]
