ANNUAL CONGRESS. Press Association. WELLINGTON, June 27. The annua] congress of the New Zealand Alliance opened to-day. The president, the Rev. P. S. Smallfield, in his opening address spoke hopefully regarding the future. The report stated that if Parliament failed to close hotels, clubs, etc., between 0 p.m. and 8 a.m. for the duration of the war and six months thereafter, the Alliance would demand that it should forthwith submit the question of prohibition to a referendum of the people, to come into operation as soon as carried, not merely as a war measure, but as a permanent enactment. If Parliament refused either of these requests, then the Alliance would demand that on June 30 next every form of license should cease. The report expresses gratification willi (lie statement of the Minister of Defence that there is to be no wet canteens in camps.
