ANNUAL CONGRESS. Press Association. WELLINGTON, June 27. The annua] congress of the New Zealand Alliance opened to-day. The president, the Rev. P. S. Smallfield, in his opening address spoke hopefully regarding the future. The report stated that if Parliament failed to close hotels, clubs, etc., between 0 p.m. and 8 a.m. for the duration of the war and six months thereafter, the Alliance would demand that it should forthwith submit the question of prohibition to a referendum of the people, to come into operation as soon as carried, not merely as a war measure, but as a permanent enactment. If Parliament refused either of these requests, then the Alliance would demand that on June 30 next every form of license should cease.
