The Acting-Prime Minister (Sir James Allen) told a reporter to-day that the suggestion had been made that promotions to commissions in the New Zealand Forces at the front: were not always made on merit. He| had made careful inquiries into this, matter, and, as far as he could; gather, appointments were made on merit.
