CO-OPERATION WITH ALLIES. AN IMPORTANT VISIT. Australian and N.Z. Cable Association. WASHINGTON, April 12. There is the greatest interest in the projected visit of Mr A. J. Balfour (Foreign Minister) which is designed to create a better understanding regarding the joint conduct of the war. Officials are pleased that such an eminent statesman has been chosen for the task. It is considered that owing to America's altitude to the alliances, Mr Balfour will handle the delicate subject diplomatically. His mission wit! he the beginning of a series of conferences between the Allies. Some newspapers suggest that Mr Balfour may discuss the question of America agreeing not to make a separate peace. The Slate Department regards war in the Mexico district as a possibility. The Department learns that General Carranza is planning an embargo on Tampico oil, which would constitute a hostile act.
