A NEW MOVEMENT.

United Service. (Received March 9, 9.20 a.m.) LONDON, March 8. Another interesting political movement is proceeding. It is headed by Captain the Hon. F. E. Guest, M.P., and is aimed at providing for an extension of the Empire Council by giving Dominion representatives, including General Smuts, seats in the open executive of the War Council for the period of the war, enabling Dominion representatives daily to discuss and advise on matters of policy and the conduct of operations. Mr Massey and Sir Joseph Ward are favourable to the scheme.
