GERMAN ALLEGATIONS. THE USUAL FABRICATIONS. A. and N.Z. Cable Association and Rtvter. Admiralty per Wireless Press. (Received March 5, 1.40 p.m.) LONDON, March 4. The War Minister (General von Stein), in the Reichstag, alleged that German prisoners in France were ill-treated, and forced to work in the shell-lire zone. He declared that his offer of negotiations had not been answered, and therefore announced that he would take reprisals. It is officially explained here that France replied to the German Note, refuting the accusation and offering, on a reciprocal basisj to permit representatives of the American Embassy to visit prisoners, and to refrain from employing prisoners in the fire zone. Germany did not reply to this Note. Documents show that the Germans first compelled French prisoners to work within range of he French guns here. The present threat of reprisals is evidently intended to cover their own misdeeds.
