Mr Brown, the "New York World's"' Berlin correspondent, states that the conviction is growing iu naval circles that the submarine campaign against merchantmen must settle the war. The submarine ravages of recent months have whetted the German desire for further similar deeds. There is a growing tendency to regard all armed merchantmen as fair game. Tin 1 Ruthless Submarine Party is tugging at the leash, which may shortly be loosed.
