GERMAN FAITH IN UNDER-WATER BOATS
VON MACKENSEN CRITICALLY SITUATED IN RUMANIA Petrograd reports state that there has been a furious battle near Riga, over a front of 50 kilometres. The rivers are frozen, and the temperature is below zero. German attempts to break the Russian line failed. There were considerable enemy losses. The opinion is growing in German naval circles that the submarine campaign against merchantmen will settle the war. The Ruthless Submarine Party is tugging at the leash, which, it is stated, may soon be loosed. Von Mackensen is stated to be critically situated in Rumania. Both Sofia and Constantinople have informed him that they cannot send more troops. M. Sazonoff, the newly-appointed Russian Ambassador to Great Britain, has declared:—"With such resources as are ours the war is actually won." Britain has set up an Empire Resources Development Committee to promote the development by the State of the Empire's resources with a view to assisting the payment of the war debt.
