MORE MONEY WANTED

MONTHLY MEETING. The Canterbury Education Board met 10-dav. Mr C. 11. A. T. Opie presiding. fh ere were alo present— Messrs J. Jamieson, VC A. Banks, G. V.'. Arndt age, E. 11. Andrews, .1. Grimmard, J. Maze, T. \V. Adams, VC M. Hamilton and C. S. Howard. EIXAXCE. The Finance Committee recommended that as from the Ist January, 1017, *lO pci' cent, of the annual building grant he set aside for rebuilding purposes, the balance of 00 per cent, to be devoted to the maintenance of buildings, etc. That £-15(10 be set aside according to the rebuilding programme, being £ISOO eoch for the Ashburton, St. Albans, and Sydenham schools, and that the Building Committee be informed that this amount is available. The recommendation was adopted.

INCIDENTAL ALLOWANCES

The Incidental Allowances (lornmil lee reported thai several I rial scales were submitted for consideration, in those brought forward by Mr Andrews and Mr Peverill a new principle being introduced, viz., a fixed payment for each group of schools, having relation to the number of rooms generally in use, together with, in the proposal submitled by Mr Andrews, a capitation allowance of 1/0 for stationery. The chairman submitted a further trial scale under which no school coinmitlee would receive less than the amounts set out in the eighth schedule, while the very small schools from nine upwards, would benefit considerably as compared with the scale recently adopted. Under the three trial scales the allowances would amount approximately to 0/0 per head for all the committees taken together, as against 0/1 per head under the eightb schedule, absorbing approximately £OOO over and above the allowance male by the Department. This expenditure would leave little or no margin for unforeseen contingencies, but ils adoption should convince school committees that the board is anxious lo | meet them in every possible way. An addition of 3/- per head from nine | to fifteen, so as to make the increase at sixteen proportionate, was sugi gested and agreed to. With this alteration the committee, after careful consideration, recommend the board to adopt the trial scale proposed by the chairman, copy of which is attached to this report. In J comparing this scale with the one i previously in force in North Canterbury, it must not he overlooked that j the repairs not contemplated in the [Department's regulations but rej quired of committees by the North Canterbury Board will now be done by the Board itself.

The Appointments Committee recommended the following appointments: —Amberley, Mr J. Jackson, master; Arthur's Pass, Mr O. W. Williams, master; Glen Kowhai, Mr W. A. Brown, master; Lyttelton, assistant mistress. Miss I. Mann was approved candidate; Lyttelton West, Miss Helen, Fraser, assistant mistress; Marshland, Miss M. Mcßratney, assistant mistress; Opihi, Miss A. Mulvaney, mistress; Haugiora, Mr John Mackenzie, assistant master; Ruatapu, Miss E. Leamy, mistress; Shirley, assistant mistress (grade 2), Miss M. lindd was approved; Shirley, assistant mistress (grade 1) Miss F. M. Ritchie was approved; Spreydon. Miss Lillian Brown, assistant mistress.

Referring to the incidental allowances Mr Jamieson .said the Board should urge the department to grant them more.

The chairman said replies had been received from the other Education Boards in the Dominion and they supported the Canterbury Board.

Mr Banks moved that the hoard meet in conference the school committees and members of Parliament to discuss the inadequate scale of incidental allowances. He said that the support of the committees and of the members of Parliament would greatly strengthen the hands of the board. '1 he motion was carried. It was decided in view of the high cost of material that it be a recomI mendation to the Building Committee not to proceed with any painting (except in urgent cases) until prices became normal. The committee of the Oxford East School asked that the school he known as the Oxford District High School. The request was declined. The Runanga School Committee asked thai Ihe hoard apply for exemption from military service for jMr O'Flynn, the head master, who had been drawn in the ballot.
