EFFECT OF WAR. "Tltf Hint*' Strtiet. (Received December C, 8.50 a.m.) LONDON, December 5. During the debate on the German Mass Levy Bill. Dr Karl Helflerich (Imperial Treasurer) stated that Germany's coal production had suni* Ito one-half since the beginning of the war, but to-da\ it had again risen I to 5)0 per cent, of the pen< e production. The production of steel had been | reduced at first to a third, but had ; now been raised to Ho per cent. Dr- Heltt'erich added:—"The English coal industry has always been ! greater than ours, and in 1916 it excelled its peace time figures. Her ; steel production, however, decreased considerably."
