ASHBURTON BOROUGH COUNCIL.

The Ashburtoii Borough Council met on Monday. Present: The Mayor (Mr R. Galbraith) and Crs Buchanan, Christian, Ferriman, Andrews, Kerr, McElrea, Hefford, Orr, and Lloyd. The Mayor reported a debit balance in the Temporary Loans Account amounting to £2200, and a debit balance at the Bank of New Zealand amounting to £(3035 3/1, making an actual credit draft of £8235 3/1.

The Ashburtoii Fire Brigade wrote stating that the half-yearly subsidy was now due.—lt was decided to make the grant.

The Acting-Prime Minister (the Hon. .las. Allen) wrote in reply to the council's letter re the war bonus paid to Civil Servants. Mr Allen stated that the council appeared to be under a misapprehension in regard to the matter. The war bonus granted by the Government to certain of its officers was fixed on the following basis:—Married men receiving up to £315, £ls; single men receiving up to £315, £7 10/-. —The letter was received.

The Electric Supply Company wrote agreeing to amendments to the existing agreement.—The letter was received.

The Singer Sewing Machine Company wrote asking for reduction of the rates on property leased by the company.— The matter was referred to the Bylaws Committee.

Mr M. C. Cowan wroto asking for a Glasgow lease of Lots 3 or 4. —The Reserves Committee was instructed to ileal with the application.

A letter was received from Mr J. Kerrigan, Veterinary Supervisor, stating that he had inspected the abattoirs on several occasions, and found them well conducted.

It was decided, subject to certain conditions, that the report of the committee re the offer to hand over control of water connection:! in Hampstead follows:—That (lie Hampstead Town Board should be amended to read as follow:—"That the Hampstead Town Board should be given control of all the high-pressure water pipes or connections within its district, and connected with the borough high-pressure water supply system, except the abattoir main itself and the Ashburton Gas Company's connection; that all the connections referred to remain under the supervision of the Borough Waterworks Engineer, and all future connections in the district be installed, subject to the council's and his approval; that the water be supplied to residents of the Hampstead Town District in accord ance with Section 241 of the Municipal Corporations Act, 1908, and its amendments (if any), and that the Town Board be liable, and pay the council quarterly for all water . consumed on premises in its district and connected with the water system, but shall be allowed 5 per. cent., commission for collecting and remittiug the amounts as they fall due. Cr Ferriman moved and Or Buchanan seconded:—"That a letter should be written to the Health Department, asking for particulars of the alleged 65 bad cases in the borough." This state incut was alleged to have been made at the Health Conference, and the Mayor anil several of the councillors severely criticised the attitude of some of the members of the Hospital Board, and said that several of their remarks made at the conference were entirely unjustified.
