November 17. llerr von Bethmann-Hollweg, addressing the Grand Committee of the Heichslag, said that Germany's promise to create a new Kingdom of Poland is only conditional. Its fulfilment depends upon the success of I lie scheme to raise a Polish army to light for Germany. If an insufficient number of Poles enlisted voluntarily, Germany would introduce compulsion. If the Poles resisted, or if the projected Polish army was unsatisfactory lo the General Staff, the Kaiser would annul his promise to create the new kingdom. MUST JOIN GERMANS. A LEGAL NECESSITY. '■The Times" Service(Received November I<S, 1.15 p.m.) AMSTERDAM, November 17. A Vienna telegram announces that in order to conform with international law, and to give the new Polish army belligerent power and status, it is necessary lo embody the Polish troops in the German Army. ENROLMENT TO BEGIN. VICE-REGENT SUGGESTED. Renter's Telegrams. (Received November 18, 2.20 p.m.) AMSTERDAM, November 17. German papers slate that the enrolment of Polish volunteers will begin on November 22. The "Germania" says that a viceregent will be appointed until a King is elected.
