THE UPPER HOUSE.
A SUSPENDING ACT. - DEFERRING NEW ELECTORAL SYSTEM. iFrAn our own Parliamentary Reporter.] WELLINGTON, July 20. The Legislative Council Amendment Bill, which should he read for the first time by the Council to-day, is a short measure containing one material clause which provides for the suspension of the Legislative Council Act for another term, probably till September, 1920. This means there will be no election of Councillors under the proportional representation system as provided by the Act until after another Parliamentary term. Last year this Act was amended, suspending it from 1916 to 1917.
The Bill involves further appointments of councillors under the present system.
