The Kaiser, in a proclamation to "my noble and heroic Serbian people," says:—"lt was unfortunately necessary to put our two nations in conflict. The fault is not yours, 0, heroic Serbians, and not that of your Government, which allowed itself, to be deceived by your perfidious allies. Do you wish to continue the disastrous policy of sacrificing yourselves to your allies, who have been your ruin? You have been lighting for three years, and your valour has demonstrated that you are worthy of liberty. Therefore, we come not as enemies, but as friends, for the purpose of reorganising your national liberty and guaranteeing your rights. We invite the population who have abandoned the national territory to return to their homes, customs, and labours. When they return they will find that our promises will not fail." SALONICA, December 24.

Monastir is a famine-stricken town. Thousands of people are without bread and without the prospect of getting any. The Mussulman poor are the worst sufferers, and there are deaths from starvation every day. LONDON, December 24.

The Salonica correspondent of "The Times" says reports of piteous suffering at Monastir are being brought by persons evading the vigilance of the Bulgarians on the frontier. Since the Bulgarians stopped the free distribution of American flour, there has been a hideous famine. Thousands of people are without food, and hundreds are dying of starvation.

It is reported that Austrian artilery is approaching Greece. Up to the present Germany has. -not given Greece the desired guarantees concerning an incursion by the Bulgarians, hence the statement attributed to Germany that Salonica is to be reached on January 15 has created an acute crisis in Athens.
