TERMS OF PEACE.

AMSTERDAM, December 26.
Ilerr Ballin, in Christmas wishes to the nation, through the "Vossische Zeitung," says that the men who are to be called on to settle the terms of pence have, as their principal task, the terminating, simultaneously with the war, which has destroyed* generations the armament fever, at any rate, so far as it concerns the welfare of Europe, which will be exhausted for a decade. They must also prevent this sanguinary war from being followed by an economic war separating the nations. The demand for the freedom of the seas comes once more into prominence. The seas have always been free in • peace-time, but in war-time we have again found, to our cost, that the strongest fleet rules the seas. Hence, means must, and will, be found to guarantee the freedom of traltic of mercantile fleets both in peace and war-time. To make a free route from Berlin to Baghdad our only aim in the war would be reverting to purely a Continental policy, and would seriously prejudice Germany's prospects regarding the future in shaping her political economy.
