COUNTY COUNCILS.

WAIPARA.

The adjourned annual meeting of the, Waipara County Council was held iu the council office on Monday, there being present: Messrs B. Evans, Geo. Rutherford, T. E. L. Roberts, and H. 11. Holland. An apology for absence was received from Cr D. N. Campbell.

Mr R. Jjv'mus vvus re-elected chairman. Or Rutherford congratulated Mr Evans on the satisfactory manner in which he had conducted the affairs of the council as chairman during the past, year. The tender of Mr .1. A. Shaw, for the building of a concrete water trough 011 the Aliiindale Road was accepted. The matter of appointing a motor inspector was held over until the next meeting. Correspondence was received from the Mount Herbert County Council, asking for the support of a motion that would empower comity councils to strike a patriotic fund rale. It was resolved tliut the motion could not be supported, as the members consider the proposal an unfair means of taxation.

The Hospital Hoard wrote, stating that, it could not support a hospital in the Waipara County at the present time.

The clerk reported that Part, 11. of the Motor Act would come into force on December 4.

A 'special meeting was then held. It resolved that a loan of £SOOO be raised' under "The Local Bodies Act, l!)l:i," for the purpose of providing funds for the construction of a traffic bridge across the Hurunui River. It was decided to send the following to the Minister of Finance: —"The above council wish to point out that, as far as they can understand the new Income Tax Act, the people who have already given to the different war funds are still going to be taxed in the name manner as those who have given nothing. We respectfully suggest that those who can show that they have given to the approved war funds should have half the amount credited as war taxation.' 1
