A SINGLE NAVY.

"NEW EMPIRE PARTNERSHIP." LONDON, November 29. Earl Percy and Mr Archibald Hurd, in a book entitled, "The New Empire Partnership," point out that there must be a single Navy for the British Empire. They oppose separate Canadian, Australian, and other colonial fleets as fatal, to maritime efficiency. Mr Sidney Low, in a review of the book, says it follows that there must be an Imperial Executive for defence and foreign policy, representing the entire community of States.

Mr Low asks: "Is an English governing committee of party politicians to be regularly supplemented by the representatives of corresponding committees in the Dominions, or are we to have a distinct Imperial Cabinet? I think thsft presently there will be a revival of the Imperial Federation idea. The Empire must cease to be an association of detached units, and become a real partnership.
