OPERATIONS AGAINST SOFIJ RUSSIA'S ADVANCE TOO LATE IN A FORTNIGHT. (Received November 27, 9.20 a.m.) LONDON, November 26. j M. Gabriel Hanotaux, in an article in the "Figaro," points out that Salonica is the pnly base for operations against Sofia. The Allies will require from 300,000 to 400,000 men, fully equipped for trench and open warfare. Such an army operating on the enemy's flanks would protect the Balkans, the Black Sea, and Egypt alike. If another fortnight is lost it will: be too late for Russia's advance. The Tsar has inspected General Yisolsky's 250,000 men at tin Danube.
