DIPLOMATS AT WORK. STRENUOUS EFFORTS TO INFLUENCE NEUTRALS. "Times" and "Sydney Sun" Services. (Received July 27, 8 a.nt.) LONDON, July 26. The situation in the Balkans is thickening in perplexity. Germany is brow-beating Rumania, who is not permitting war supplies to reach Turkey. Bulgarians constructing military roads, leading to Greece, while negotiating for some form of alliance with Turkey, and simultaneously conducting conversations with the Allies. Greece is protesting against the persecution of Greek nationals residing in Turkey. The diplomats of belligerents are fighting a battle royal to secure the assistance or neutrality of Rumania, Bulgaria, and Greece. A cable message received overnight, and published in another column, announces the signing of a convention by Turkey and Bulgaria.
