THE CITY COUNCIL.

LAST NIGHT'S MEETING. The Chrlstchurch City Council .net last evening. Present: The Mayor (Mr H. Holland), Councillors G. Scott, J. O. Jameson, A. Williams, V. Burgoyne, W. Millar, E. Peek, H. F. Herbert, W. 11. COoper, A. S. Taylor, J. W. Beanland, J. McCul-

lough, J. R. Hay ward, H. J. Otley.

Leave of absence for the meeting was granted lo Crs J. Reynolds and 1). G. Sullivan, the latter of whom is at present in Wellington. RESERVES. The Abattoirs and Reserves Committee's report dealt only with matters connected with the leases of some of the city reserves. It was adopted. BY-LAWS COMMITTEE. The By-laws and Finance Committee reported that it had requested the Minister of Internal Affairs to have the regulations under " The Motor Regulation Act, 1908" amended to provide for the carrying of the

identification mark both on the front and rear of motor cycles. The city motor inspector was of opinion that this would greatly facilitate identification.

position in the same road. Ths committee had replied that it cohjsidered the house unfit for removal and re-erection.

The managers of picture theatres had applied for permission to substif tutc electric, automatic fire-alarms for patrolling firemen in the various -picture theatres. The committee ,had replied that it has no power to authorise a breach of the by-lawsj, L ,and, therefore, cannot grant the ref quest; also, that it is of opinion that it would not be to the interest of the public to abolish the attendance of firemen at picture theatres. The report was adopted. ELECTRIC LIGHT AND POWER.

In the course of the Electric Light

and Power Committee's

- report,

which was adopted without discussion, it was stated that during the

past fortnight 48 applications for < icurrent were received and 52 connections made', totalling 59.9 Avatts powefr and 15.9 kilowatts light, equal to 102 h.p. ; ; WORKS COMMITTEE. ~ The Works and Sanitary Committee reported that 33 applications were received for the position of foreman of works in the Sydenham Ward. It had appointed Mr J. Kay to the position. Messrs Maher and Hopping had

offered to give a strip of land seven sfeet wide along the frontage of their sections, for the purpose of widening Spence and Archer Streets, to enable a footpath to be formed and channelling laid down, The. city snrveyoi' had reported that the cost would amount to the capital value; of the whole of the land having a frontage to the streets. The committee recommended that the offer be declined. AN APPOINTMENT.

. With regard to the appointment of ■ foreman for the Sydenham Ward, Cr H. F. Herbert wanted to know how it was that a man outside of the

council's staff had been appointed Cr H. J. Otley, chairman of the .committee, replied that the appointment had been made by ballot, after all the applications and testimonials

had been considered, and the mem-

bers of the committee voted according to their estimation of the qualifications of the various applicants. In reply to Cr J. McCullough, Cr Otley stated that there were two or three applications from members of the council's staff. Members of the committee could not know which of

the applicants were employed by the council unless they stated so in

their applications. Cr McCullough said that it was a disgrace if there was not one man among the council's employees who was fit for promotion. If there was not a man fit for promotion, the whole lot ought to be sacked.

Cr A. S. Taylor said he did nof quite agree with Cr McCullough, but he thought it was a matter for great regret that there was not a man in*'

employ who was fit ion promotion, if he applied. WWG. Scott: Why advertise the position? Surely it is the duty of the engineer to recommend a man for promotion if he has one. There: is no inducement to men to become, expert in the council's work if other men are going to be brought in from outside and promoted over their heads.

The Mayor: It is the council's rule that applications must be advertised for.

Cr Williams: The council should I appoint the best men available, no matter where they come from. . { Cr Otley entered an emphatic protest against what had been saidf by some of the. councillors.; The committee had to call for applications—it was bound by a rule of the council—and to make an appointment. Then it was assailed by meii who were not fit to judge the applications. The report was adopted, Cr; .Me-. Cullough recording his dissent. .BKDUCED COST OF LIVING.
