WASHINGTON, November 20, Certain South American Republics have a" ~-d the United States to cooperate in excluding all belligerent, warships from North and South American waters. The Republics state that trade is • paralysed between North an* South America, and they are anxious to restore it as soon as possible. The Argentine, Chili, Peru, and Uruguay have aVeady made proposals to the United States, asking for co-opera-tion.
The Colombian Minister has publicly announced that Colombia has maintained the strictest neutrality since the. war broke out. If Britain and France, show evidence of infringement, Colombia WjH immediately punish the persons involved. -The wireless station .♦omplained about is under strict supervision. " Senpr Betancourt admitted, however, that it would be possible for Germans to have erectc* another secret station.
