GERMANY'S AMBITION. JSURPKISINGLY FEANK STATEMENT. LONDON, November 18. Herr Maximilian Harden, the wellknown publicist, in an article in the "Zukunft/V says:—"Let us drop our miserable attempts to excuse Germany's action. Not against our will and as a nation surprised did we hurl ourselves into this gigantic venture. We willed it. We do not stand before the judgment seat of Europe. We acknowledge no such jurisdiction. Our might shall create a new law of Europe. It is Germany that strikes, and from an immovable conviction that her achievements entitle her to more elbow-room in the world. Germany must take her place as a leading Power and retain Belgium and the narrow strip of coast as far as Calais. She does not desire indemnities. Her object is to hoist the flag on the Channel that opens pr closes 'ther way to the Atlantic. This done, she will voluntarily close the war."
