General Hertzog has telegraphed to the Dutch Church Presbytery, placing the responsibility of Colonel Marti z'a treachery upon the Union Government, but .stating that he offers his services to prevent, civil war. The Hon. J. X. Merriman, in a speech, condemned Maritz's treachery. South Africa's duty, he said, plainly "was to stand by Great Britain throughout the appalling struggle. BLOT ON ORANGIA'S HONOUR. DEMAND FOB MOBILISATION. FROM MEETING OF COMMANDANTS. (Received October 19, 1.45 p.m.) PRETORIA, October 18. A meeting of commandants at KroonStad, representing the Orange River Colony north of Bloemfontein, passed a resolution in support of the Government's measures inside and outside the Union, and asking the south to mobilise burghers against the rebellion, and declaring Maritz's treason to be a blot on the Orange River Colony's (the old Free State) honour. It is noteworthy that the Free State constituencies hitherto were lukewarm regarding the campaign against Germans in South-west Africa. COMMONWEALTH finances. TAXATION NOT INCREASED YET. BUT MAY COME LATER. (Received October 19, 1.45 p.m.) MELBOURNE, October 19. The State Premiers are requested to meet early in November to discuss iinance. It is anticipated that the amount necessary to maintain public "works for the year will approach \ £20,000,000. The Hon. Mr Fisher (Prime Minister of the Commonwealth) states that the note issue will be mainly used to finance the States. Increased taxation is axot contemplated at present, but will •come later when the position is more clearly defined. i
