"BROKEN DOWN." [From our own Parliamentary Reporter.] I WELLINGTON, October'B. '' The Minister should realise that his scheme has broken down," said Mr G. W. Russell (Avon) in the House to-day, when he brought up the question of electoral rolls. Mr Russell quoted the Christchurch ''Press" as having interviewed the registrars of-electors there, who had admitted that Mr Fisher's scheme of enrolling the electors had not been a success. Mr Russell further pointed out instances which had come under his notice where postmen had not been sufficiently careful in the enrolments. The Hon. F. M. B. Fisher said that when the main rolls, which had closed the previous evening, were printed, they vvould be found larger than in any previous year. None of the registrars had reported adversely against the scheme which was in operation.
