BILL IN THE COUNCIL. FURTHER AMENDMENTS. [From our o\m Parliamentary Beporter.] WELLINGTON, September 1. The Licensing Amendment Bill was considered in committee. The. Hon. H. D. Bell asked for the postponement of clause 6 relating to Austrian wine, which, he said, in its present form, would absolutely prohibit the wine industry. He would, he added, have the official statement from the Customs ready for presentation to the Council the following day. Consideration of the clause was postponed. The Hon. H. I>. Bell moved the amendment, of whkh he had given notice, concerning the method of appointment of deputy-returning officer, which, it was estimated, would effect a saving at the taking of the poll of from £3OOO to £4OOO. The Minister also moved a new clause providing that no one under the age of 21 shall be permitted to obtain liquor on licensed premises for consumption off the premises, so as to bring it into line with the other part of the Act, which says that no one under the age of 21 years shall be supplied with liquor for consumption on the premises. The proposed new clause was agreed to. The Hon. H. D. Bell moved a new clause setting out provisions for the speeding up of the delivery of liquor in no-license districts. The central idea was that no carrier shall retain liquor in his conveyance longer than, is necessary for the actual transit to the residence of the purchaser, and that no carrier shall remove liquor from the conveyance in. which it is carried elsewhere than at the residence of the purchaser; and that no carrier shall take liquor into a no-license district without an order signed By i the ' purcnaSerV who must, in ; making but the : order,, give, his name and address. ,
