THE SHADOW OF WAR. "THE RIGHT STAND AT THE RIGHT TIME. (Received August 28, 9 a.m.) LONDON, August 27. The '' Times'' Rome correspondent says that Italy is apparently calm and unmoved by recent events, but the Adriatic coast is filled with troops, and the Austrian frontier is being well guarded. Everything is ready for the most popular war since the unity of the kingdom, and Italy cannot long postpone a decision, as the popular hatred against Austria is intense. The "Times," in a leader discussing the position, says: "Those who know and love Italy best are confident that she will take her right stand in the right plac<e and at the right time." EXPLOITING ENGLAND. GERMAN BILLS CIRCULATED. TRADE CATASTROPHE AT HAMBURG. (Ree.eived August 28, 8.25 a.m.) LONDON, August 27. The "Financial Times" says that at the lowest estimate the amount of bills and acceptances circulated in London by German banks at the outbreak of war was £18,000,000.
