RUSSIAN MOBILISATION.
ENGLAND'S DELAY DANGEROUS, THE AUSTRIAN INVADERS. The military correspondent of "The Times'' estimates that the Russian mobilisation on the Austrian border is 400,000 rifles, 1500 field' guns, 8.00 machine, guns, and 30,000 sabres. He deprecates England's delay in mobilising the Army. '' Mobilisation is not war, but it affords diplomacy that backing which it needs. In view of our position and the special difficulties which beset our Army, the Government is incurring a grave responsibility by the delav."
The holiday leave of the London police has been cancelled, and tne men have been ordered to return, as they are wanted for duty in the dockyards. Italian papers state that the Austrian invading forces comprises 150,000 from Semlin, 100,000 from Svoruik-on-Drina, 150,000 from Sarajevo, 100,000 from Milanovatz. ■ Field-Marshal General Sir John French visited the War Office, and had a prolonged interview with the Chief of the Imperial General Staff on the question of the special reserve sections of the Territorials assisting in the British precautionary military movements.
