Mr Humphreys, in the House of presentatives, attacked the proposed agreement to pay Columbia £5,000,000 for the partition of Panama, as a policy of surrender and national degradation. Mr Humphreys defended Mr Roosevelt's method of taking possession of the Canal Zone.
