OPEN NEXT MONTH. By Cable. — Press Association. — Copyright. WASHINGTON, July 24. Mr Lindley Garrison, Secretary of War, has formally announced that the Panama Canal will be open to vessels of :50ft draught on August lu, but there will be no ceremonies until the official opening.
