Mr Percy Illingworth, Chief Liberal Whip, has sent a confidential circular to Liberal members, stating that the fate of the Bills under the Parliament Act are at stake, and any diminution in the Liberal majority may entourage the Opposition. Mr Illingworth adds: " The circumstances demand that no Liberal should do anything by speech or action at this supreme moment which would weaken the Premier's hand when everything is at stake for which generations of Liberals have laboured." Many Liberals have protested against the circular. Unionist critics, commenting on the circular, say it exhibits the anxiety, amounting almost to distress, with which the Government is approaching the crisis of its fortunes;
