The Prisons Department's new system for reforming the criminal element by means of humane treatment is having a marked effect. It shows a remarkable reduction in the inmates of the prisons. PRISON CAMP PROPOSED. TO PRODUCE' VEGETABLES. (Received July] 17, 10.45 a.m.) SYDNEY, July 17. The Minister of Justice has secured 107 acres on the Emu Plains. He proposes to establish a prison camp, where' the prisoners will produce vegetables, supplying all the Government institutions. , r .
