Two igroat questions were confronting both nations. The first was h6w to ileal with the coloured races and retain domination over them while- fulfilling the trust to improve their condition. The second was social reform, in which both countries were working hand in hand.
Britain and Germany were'' the greatest shipping competitors, but when their interests clashed they were able to settle .differences by conference. Both countries had attained a normal political. state, permitting them to regard . events without distrust.
