BOROUGH COUNCILS.
RICCARTON. The fortnightly meeting of the Riccartou Borough Council was held last evening, when there were Mayor (Mr J. Brown), and Crs W. Helliwell, W. J. Edwards, J. Dempster, G. D. White, T. J. Stokes, E. J. Foster, T. WaddelJ and A. D. Ford. SPECIAL MEETING.
A special meeting was held prior to the ordinary meeting, when it was resolved:—"That for the purpose of providing the interest and other charges on a loan of £155, being portion of ten per centum on a loan of £1585, authorised to be raised by,the Waimairi County Council, under the Local Bodies Loans* Act, 191.5, fdr'the completion of asphalting, the said Riccarton Borough Council hereby makes and levies a special rate of one-eighteenth of a penny in the pound upon the rateable value of all rateable property bounded on the west by Straven Road, on the south by Riccartou Road, on the east by the north railway .line, on the north bv the River Avon, and that such special rate shall be an annual recurring rate during the currency of such loan, and be payable half-yearly on August :;i aud February 28 in each and every year during the' currency of such loan, being a period of thirty-six and a half years, or until the loan is fully paid off. REPORTS. The financial statement showed a credit balance of £274 9/10 on the district fund account, aud a credit balance of £22 11/8 on the loan account. The Finance Committee recommended the council to agree to the proposals set out in a letter from the Minister of Railways that the Government erect warning boards on main roads intersecting railway-crossings on condition that the local authority was agreeable to keep the boards in repair afterwards.
Another recommendation was that the council should -empower the Finance Committee to have a survey map of the borough prepared as required by the Municipal Corporation Act, 1908, the estimated cost being £3O. The report was adopted.
The Works' Committee recommended the council to write to the Drainage Board asking them to have the drain inside the Park cleaned out from Riccarton Road to Washbourne Creek, as in its present state it was damming up the water on the West Belt; also that the sump be cleaned out. The report was adopted.
