j Sir J. Henniker He&toii has Written to Mr Hobhousc urging the appointment of an Imperial Postm'aster-Crerie-ral, entirely independent of the.'British. Postmaster-General to control postal and telegraphic business affecting, the Empire as a whole, and being a member of the House of Commons with a seat in the Cabinet.
He also urges the convening of an International Conference to establish a uniform cable.rate of one penny a word throughout the Empire and to ,: the 1 United States. \
