' Only the President's signature is now necessary for the Panama Tolls Repeal Bill to become law.

The House, without the formality of a joint session!, accepted,. an Amendment reserving the IJnited State's rights under, the Hay-Pauncefote Treaty, or otherwise. President Wilson will probably sign the Bill on Monday. Before finally deciding to act without a joint session, the House rejected a proposal to attach to the Bill a declaration regarding the United State 's right to exempt her own vessels, also asserting sovereign rights over the Canal.
