Roar-Admiral Witseliel in the 1 ' Neueste Nachricht-en'' recommends Austria-IJungary to increase her uavv in the Mediterranean until it is twenty per cent above the combined fleets of the two next strongest powers, and thus compel Britain to increase her strength ii\ the Mediterranean and lighten the pressure on the German fleet in the North Sea, which is serious owing to the sure development of a Russian Baltic fleet.
