Mexican refugees report that Zapatista's brigands crucified the Bishop of Chalapa. When he refused to give the rebels the church's funds, soldiers nailed him to a cross, and left him to die a lingering death. The tense situation in Mexico City is giving the mediators much concern. It is believed that an outbreak may occur at any moment. The mediators are now endeavouring to induce Carranza to modify his attitude towards Huerta. It is reported that Huerta is about to resign the provisional Presidency of Mexico in consideration of a safe conduct out of the country. (Received May 5, 11.25 a.m.) The reported intention of Huerta to resign is not credited at the capital. HOSTILE ATTITUDE. MEXICANS AT VERA CRUZ. WASHINGTON, May 4. Dispatches from General Funston on the situation at Vera Cruz were the subject of a lengthy conference at the, War Department. It is believed General Funston asked for instructions in view of the hostile attitude of the Mexican army near Vera Cruz. PLEA FOR ARMISTICE. CARRANZA REFUSES. General Carranza has refused the suggestion of the mediators for a cessation of hostilities with President Huerta pending the outcome of mediation, which he does not consider to be in the interests of the Constitutionalists, who are fighting for law and liberty.
