Herr Ballin, chairman of directors of the Hamburg-Amerika Shipping Line, ia an article in the "Lokal Anzeiger," criticises Germany's foreign money policy. It is impossible, he says, for Germany to have a good foreign policy so long as her constantly increasing surplus of-national wealth is reserved for industrial and municipal requirements. Germany seldom participates in foreign loans, while France and England take their money abrdad with great political and practical advantage, opening up new markets and also providing a large part of the money lent, which is returned in the shape of orders, particularly for ship-building.
